Are dependents that child support paid on included in household size

Per USDA they would not consider the children as members of the household as they do not reside there at least 50% of the time.
Original question:
Unmarried borrower is paying child support on three dependents. Do the dependents count in the 'total number in household' calculation for income maximum? Brrw has joint custody with ex-spouse having primary physical custody & the children are in the subject household every other weekend.
