Are utilities required to be on for the appraisal?

Utilities are not required to be on for a conventional appraisal, and there is not HHM overlay for this. This includes HFA loans sold to US Bank.
IHFA - Has no overlay to this requirement.
OHFA - Has no overlay to this requirement
CHFA - has no overlay to this requirement
